Rezumat

A thorough framework for human capital development (HCD) that incorporates social, emotional, cognitive, and physical aspects is presented in this research. It highlights the connections between job learning, health, formal education, and sociocultural flexibility. The concept emphasizes lifelong learning mechanisms, equitable resource access, competence upgrading, and impact assessment metrics, positioning human capital as both an input and an output of sustainable development processes. By redefining human capital as a transformative force for equity, resilience, and creativity, it places the framework within the framework of global development goals.

Engr. Md Tahzibul Haque (Shahin) Completed his B. Sc. in Mechanical Engineering from Khulna University of Engineering & Technology (KUET) in the year 2008 and started his career in the private sector. Besides this, he completed his master’s in business administration (MBA) in the evening program of the oldest University in Bangladesh Named Dhaka University (DU). In the year of 2013, he is appointed as Scientific Officer (SO) at Bangladesh Jute Research Institute (BJRI) which is an autonomous organization of Govt. of the People's Republic of Bangladesh, and still serving in the same organization but as a Senior Scientific officer (SSO) of Mechanical Processing Division from 2020. He is awarded a Ph.D. Scholarship by National Agricultural Technology Program (NATP) - Phase II Project of Project Implementation Unit (PIU); Bangladesh Agricultural Research Council (BARC) in 2018. He started his Ph.D. research at the Faculty of Engineering (FKJ) of the UNIVERSITY OF MALAYSIA SABAH(UMS) in 2019 and continuing his Research. During his life span, he published 12 Articles in national and international Scientific Journals, achieved certification from 20 training programs at home and abroad, and participated in 15 different Seminars, symposiums, and conferences worldwide. Some notable training and conferences are Workshop on Strategies to Publish in High Impact Journals and Improving Citations Impact, PMP Exam Preparation course, International Project Management Conference (IPMC) 2020 & 2022, etc.
